What makes a good photographer?

this might sound dumb but i think photography is super easy. cuz theres this guy from my school who thinks hes like a pro photographer. but in reality, i think, he just snaps pictures of random *** ****. like he roams during parties and just reaches up and takes random pictures w/out looking. his pictures come out good but thats cuz his camera is lke 10,000 bucks. so can i get myself a 20,000 dollar camera and become a "photographer" or is there an actual art form behind actual photography. i dont consider this guy good btw. he just has a good camera
